Won't work.

Even if a large portion of the population at any given time agrees upon it at that moment, the definition of ugly is fluid.  What we might call ugly or dated now was once popular.

Take this residence and business-retreat:

For a moment consider this in the context from which it sprung, which was the glass, stone, and steel look that was so popular in the 1980s.

Ugly is subjective both when the structure is built and in-hindsight.  Some would call the great palaces of Europe with their extreme ornamentation and excess of gold-leaf ugly.  Some would consider oversized onion domes ugly.

So they're gonig to fail with this.  They might stop a few projects from being constructed, but there are going to be plenty of buildings that in-hindsight are still considered ugly.

Are we talking Beijing communist drab ugly or Shanghai ostentatious ugly?

Don't get me wrong seeing Shanghai's skyline at night for the first time is an awesome spectacle.

They're China.

"Ugly" will be a slippery and arbitrary term that the government 100% controls and defines, and they'll use it to suppress their enemies.

You can have a building cheap fast or beautiful.  Pick 2.

How about if they resolve to fix their construction problems:

How about no more shoe stores that can't accommodate an American male with size 45 feet.  THEY WERE BEAUTIFUL SHOES!

There are people in the world who think brutalism isn't the most hideous thing ever, after all.

Brutalism can be made to look good:

But admittedly there's a lot of not so attractive brutalist architecture.
