It's probably so that if it does happen again, no one can shrug it off and say "oops...accident".  Zip-ties take the blame off of whoever responsible for setting the windows up the way they're supposed to be, and also make it so if someone screws with it again and gets caught, they'll get nailed for vandalism or something.

The Times Union learned about the workplace crackdown after state employees lodged complaints with labor representatives saying their offices were too hot because they could no longer pull down the window shades.

Its like these friggin plebes aren'thonored to sacrifice their comfort and well-being in order to spare the royal fee fees. The sheer insolence of the serfs these days... Unreal
