The Brooklyn Center police passed an ordinance banning tear gas and other crowd control tactics, but it was not long before they ended up breaking their own rules.

No, the City Council passed the resolution.  They also fired the city manager (who was in charge of the police department), asked the acting city manager to fire the police chief and the murderer, and transferred most control of the police department to the mayor (with the exception of personnel decisions, I think).

It will be interesting to see how this shakes out, because elected city leadership is having none of it.

I haven't seen footage of actual gassing, but what I have seen involved the state patrol, who are not bound by the municipality, and just love to shoot stuff at unarmed protesters.

Yesterday they were also flying the thin blue line flag.

Seems like the BCPD is declaring itself above civilian authority, and has rejected oversight by the press. The public better find a way to shut this down before there are tanks rolling in the streets.

Kettling is illegal in many places because it removes the ability of people to follow the law.

Rubber bullets were being used irresponsibly by many police departments (such as intentional head shots).

Tear gas was used so excessively in some areas that people who lived in the area were experiencing health issues.

In other words, they didn't use their toys responsibly so they get their toys taken away until they learn.

The City Council COULD appeal to the governor for the National Guard to help them restore order against the Violent Mob in Blue, but 1) I don't think the governor wants to do that, and b) the Guard is not going to want to arrest a bunch of cops.

They weren't rioting - certainly not at first. Why not let them have their voice? They have a legitimate grievance about a major problem in society.

well presumably if the police stop using brutal, violent tactics that result in the deaths and injuries of citizens with zero accountability, there will be notably fewer protests over those issues

The City Council has some power, and they need to use it.  Declare tomorrow to be Brooklyn Center Patriot Trump White Civilization Jesus Day and that there will be a wonderful parade starting at noon.  Cops love parades, so when they all show up at the Piggly Wiggly parking lot on their cop motorcycles with all the USA flags that's when state troopers arrest them.

They show up to a protest in riot gear, it's a self fulfilling prophecy when a riot breaks out. It shows that they are not there to listen, or even attempting to calm things down. They got their tacticool gear, and they want to use it

Unless they do things differently in Brooklyn Center than most places, a resolution does not have the force of law. It's essentially the legislative version of a strongly worded letter. Which leads me to assume that the city council was far more interested in putting on a good show than in actually addressing the problem of police violence.
