Regular police forces should have no more than what the average person they are there to serve and protect has.

Police SWAT units shouldn't have more than the most powerful weapons available to the civilian population.

You'll note that I first stated that regular police foces should be armed with no more than what the average person has.

The average person in the United States would have ready access to semiautomatic pistols, rifles, and shotguns.  Therefore the regular police officer should have training on and access to semiautomatic pistols, rifles, and shotguns.

It is possible to purchase a fully automatic weapon.  Those weapons are rare though, and likewise their inclusion in police armories should also be rare.

Then how would the polic fight against the military trying to remove a Theocratic Dictator from power?
