The officers had seized the vehicle, and while waiting for a recovery vehicle to arrive, drove it without the owner's permission reaching speeds up to 89 mph over 3.1 miles.

In the UK, if the owner doesn't know who was driving the owner gets the speed camera tickets.

Take the guns out of society and you can disarm the routine police patrols. No open carry. No concealed carry. Gun are for target shooting at ranges and farmers shotguns. No one else needs one.

Meanwhile in the USA, Jeb got the job because cousin Cletus is the sheriff and signed the waiver to get him past the high school diploma requirement.

I am no expert on policing in the UK but I had a long discussion about the differences between the US & UK police forces with a friend from London, My main takeaway was that the UK has higher standards for selection and much more training for their cops in general.  Their average cop's qualifications are nearly as great as those of an FBI agent.  I am sure they have bad cops too but likely far fewer and I suspect there is less reluctance to turn in bad cops by good cops who are more mature and better trained.

Not true. If the owner doesn't know and can give good reason for not knowing they don't get the tickets.

If the owner refuses to say who was driving the fine and points for that are the same as for speeding, though it's a different offence.

The one thing that spoils that film for me is the shocking racism. Two non-white characters in the whole thing, and they are crooks. Ferris assumes that the one he talks to can't speak English.

No. It's a good start though. They should also be charged with the speeding offense, and depending on local laws possibly tampering with evidence or vehicle theft.

While Ferris might not have acknowledged it, the film maker does not make any moral judgement on the parking attendants. I saw them as, the less well to do version of Ferris himself.

This is because the police forces of the UK still operate on the Peelian principles and understand that policing by consent means they must observe the law too. They tried the American way once and got the Royal Ulster Constabulary, which ended up being abolished and replaced with a new police service in 2001.

If a Jag went that fast it would probably blow a head gasket.  A Morgan Plus Six could go that fast, but it has a BMW engine, so doesn't count.

After 30 years, guess who is going to become chief of police due to limited possible candidates.

/the problem is not the IQ of rookies, it's that after all of these years, the department has filled up with such people

The british actually have standards.

Bad cops still happen, but as you can see here they know that's a problem and remove the bad apples.

It is obviously not perfect, but by far better than anything we currently have in the USA.

It was a while ago but I think my cousin trained for 6 months at Hendon police college.

This is absolutely factually incorrect. As the owner you are required to disclose who was driving your vehicle, and there are penalties for refusing to do so or lying. You do not get the speeding conviction, however, nor any liability if, for example, your car was stolen or used without your permission.
