Kim also vowed to bolster his nuclear and ballistic missiles programmes despite United States-led sanctions

Gee, I'm beginning to suspect that these two things might be related.

If they were serious, a strategy of modernization based on the post-Meiji modernization of Japan.

Open up trade, send the most loyal of the best and brightest students across the world to study, and enact economic reforms in the country.

Holding on to the repressive policies of the current DPRK government and Juche won't get them very far. Isolation hasn't worked, and their fear of allowing any sense of freedom has been a negative feedback loop on their economy.

Opening up will be scary, and potentially dangerous for Jong-un, but if it works out then he'll be hailed as a hero. If it doesn't, he'll be shot dead. You can see how he might be loath to take on that kind of risk.

Particularly if you've got embargoes from the US, the EU, Japan, and other major economies.

When has North Korea *not* been under US sanctions?  I guess under his dad we'd occasionally send food and let Unicef and similar in, but I doubt any active trading.  And their only real export is meth and Soviet-style monuments (really, that's their big thing).  Maybe some counterfeiting, if they can get the tech from the Chinese.

Worked pretty well for the British Empire.  Despite their protestations of "free capitalist enslavement of the serf-things", the British Empire was pretty central-plannerly out in the colonies.  Colonies were ruthlessly whittled down to produce just a few raw resources each to ship back to Blighty.  Conquests were even planned based upon which industry the Lord Farkwit of the day was invested in.  The bootstrappy Aryans of Industry used to complain something fierce if the government wasn't extracting new resources for them for free and restricting trade to insure everyone had to buy a bowler out of Lancashire.

They also sell a relative shiatload of weapons all over the world - Syria, Myanmar, Eritrea, Tanzania, Ethiopia, Somalia, Iran - and are suspected of having proliferated nuclear technology.

That is wholly different than a centrally-planned economy.

They work great for him, and that's what really matters.  He's not only wealthy by international standards, but has no tax, can create laws verbally, and put anyone to death even his own family by a few simple words.

Whitehall deciding what clothes its people can buy and then jiggering the economy to make sure the clothes it wants made are made, while steamrolling all economic activity not dedicated to making those clothes isn't a centrally-planned economy?  The British Empire specifically and deliberately created a clothes shortage in Bengal just to run up the numbers in Lancashire despite Bengal being a traditional cloth exporter.  And Ireland was planned to within a nonce to be a food producer for England, to the point they were literally starved out by a blight of a single plant.  The only difference between Bobby Peel and Uncle Jo was their farking accents.

As someone has pointed out, Kim Jong Un is intent on survival.  The Kim dynasty has deteriorated to the point that only terror and abject fear will keep both military and populace in line.  Remember Pol Pot.

Also, lil Kim has no illusions about what is going to happen to him and his family if he falls from power. No less than John "The Stache" Bolton told him that there was going to be a Libyan Solution to the Best Korea problem. And videos of Muammar Gaddafi's last moments are required viewing among their senior leadership.
