The bill would upgrade the offense of obstructing a highway or street from a Class B or C misdemeanor to a Class E felony. It would also apply to obstructing a railway, waterway, hallway "or any other place used for the passage of persons, vehicles or conveyances."

IANAL, but I thought that if someone exercising due care but unintentionally hits someone in the roadway, they're not subject to charges. This couldn't possibly be a "wink, wink, nudge, nudge" thing, could it?

The bill makes standing there a felony, so the protester would be culpable. Evn if the bill did not criminalize standing still, the bill expressly says that the driver is not culpable, so there is no jsutification for shoting at them. Basically, everyone must keep moving on sidewalks, roads, in hallways, and anywhere there is pedestrian traffic. The pedestrian, no matter their purpose, must be moving for the driver to be culpable (or liable, I guess).

I guess I'll be heading to tennessee to hang out in front of churches when they let out.  Those old f*ckers are really slow crossing the street, so they are probably protesting something.

They haven't mattered see to the American Taliban. Dead cops and dead soldiers are the exact same thing: the cost of "doing business" as well as a convenient props to keep the cult angry and terrified.

If Blue Lives™ really did matter to them, they might mention the inconvenient fact that more cops died due to C19 last year than any other singular cause.

Under HB 513, if a driver "who is exercising due care" unintentionally injures or kills someone blocking a highway, the driver would be immune from prosecution for the injury or death.

If you run someone over are you really exercising due care?
