Well, it's not really toilet water until it's in the toilet. I would think different taps would be be similar to each other.

An operation could have lower quality untreated water feeding things like toilets and hoses, with filters or whatever reserved for sources intended for human consumption?

For sure, and since this was overseas I have no idea how their water is filtered. From my experience, you have one line bringing water in to facility, and all filtration-type stuff is after the taps.

I saw some guys doing a similar thing in Paris. As I stood in line at the Louvre, some guys went to a fountain (exposed water where pigeons bathed) with a bunch of empty water bottles, filled them up, then went about selling them to unsuspecting tourists.

For lack of any other options, I took photos, put them on Tripadvisor and a few other forums, and all the other tourists around spread the word.

My dog says it's exactly the same as dog bowl water, just more desirable because you shouldn't.
