No deal. I'd rather take the tiny risk of a neighbor annoying me with something like this over the 100% certainty the HOA will annoy me. Literally the first thing we told our real estate agent was, "No HOA's."

I find it hard to believe that government is so impotent, especially in California.

I wouldn't assume anything. There's a lot of laws, regulations, and legal restrictions from the judicial branch meant to protect homeowners and other private citizens from the government itself. As a property manager I have often had to thread the needle between my residents who want me to do "something" with a problematic resident and the laws which protect everyone - including that problematic person. I've worked with local authorities in my area (in Maryland) and they often have limitations on what they can do as well due to that balancing act in the legal system between government power and the rights of private citizens. And quite often, those problematic folks know those legal limitations all too well and dance between them to great effect.

CSB: One of the folks I was having trouble with before I quit that line of work about a years and a half ago was a real peach. But one of the residents demanding I do something about that person (I did everything I was legally allowed to do - I wanted that person gone more than any of my individual renters did, no doubt about that) was actually one of Trump's former lawyers. It was 100% on brand that when I explained to him - a lawyer - what my legal limitations on dealing with the problematic person were (and how he was being counter-productive on the situation he was yelling at me demanding to fix) that his response was nearly verbatim something like, "Don't farking tell me what the law is, I don't care what the law says. You're a property manager, I know you can do things to [problematic resident]. Get them out of here! I don't care what the law says, just get them out of this building! Do something to them! Cut off their water, cut off their electric, just do something NOW." (those suggestions would have been illegal, and had I followed them I would have opened myself up personally to legal liability and helped the problematic person convince a judge I was harassing them, and potentially avoid the evection I was carefully following the steps for.

I declined to break the law on his urging. I just thought it was extremely on brand for a Trump lawyer to try and convince someone to break the law for them, and display a general contempt for the law and legal restrictions. He also constantly thought I was lying about everything, even just verifiable facts, which I took as a bit of projection on his part. Never lied to my residents about anything ever. I'd quit before I'd lie.

Yeah, I totally believe he thinks everyone operates like he does, and likely the other folks that Trump surrounds himself with too. The most arrogant people seem to like to project their own failings on others like it's their damn job.

I didn't like how the company operated in a lot of different ways, and just am getting really sick of the industry in general, so I did actually quit a few months after that jackhole moved out. Which was a few months after I finally got the problematic resident out too. I wasn't upset about losing either one. Him less so, as I've always tried to feel like if someone was an asshole to me we always had the last laugh every time we collected their rent, and when they moved out we'd find someone else to move in quickly enough.

They could do it if they cared. Declare it a nuisance/health hazard/whatever, haul off the trash, put a lien on the house for the cost of the clean-up if the owner won't pay.

Or sucker them into one of those home makeover shows that eventually breaks the owners with unexpected tax bills.

A friend has always had Dobermans that were trained by one of those places that train and certify police dogs.
The factory in which we worked closed up and moved to Mexico. There were reporters in the parking lot when we completed our final day. They asked me about my feelings on this closing. I mentioned "its really bad for the community...I have a side business breeding and selling toy poodles so I have something to fall back on but many of my coworkers have to find new careers." Reporters asked my name, I gave the name of my Doberman loving friend. My words showed up in the local newspaper, he seen it, fun was had for a few weeks until a different party buddy I let in on the joke told him what I'd done. Good times.
