More like a Warr guitar variant with the low strings on top. However it's tuned like a Koto (I think).

Even with the fanned frets, intonation probably isn't perfect on an instrument like that. For that you need "true temperament" frets.

At what point does it move away from actually being a guitar and into something else? Does the frets keep it from being an electric zither?

My first thought was, with the popularity of 7 string electrics these days someone had done the obvious and doubled the courses. Like a 12-string but with another pair either high or low. This must be a thing by now.
