I have a feeling that it will take at least a billion every year to keep the base safe from militias, pirates, and pretty much h every other Somali person with a gun there. Not to mention all the bribes to the Somali "government" officials. The entire country is farked up.

Kenya should be building a launch complex on their east coast and renting it out to every private space-launch company.  Hell, declare extraterritoriality for parcels to deal with missile export restrictions.

Right on the equator, relatively stable government, well-connected to global trade, English-speaking workforce, good weather.

Get to the moon. Claim a share of the minerals. Build a launch pad on the moon for cheaper mining missions to asteroids. Any country that isn't getting in on the competition now will have nothing in 100 years.

Equador not only is right on the equator, but has some seriously high mountains.  While the amount of fuel used thanks to "skipping" a few miles ff altitude is surprisingly unimportant (NASA typically launches from sea level), launching from significant elevation means far less air pressure.  This makes rockets more efficient, and you can also design a much more efficient nozzle to take advantage of it.

But while being a staunch ally of Russia, when Russia needed to build a new launch facility they built it in Siberia, not the Andes.  It isn't enough of an advantage (but might be for the right smallsat launcher).

Once you want to launch something to the Moon, atmospheric drag becomes a much smaller problem.  That's a lot of delta-v, and expect a pretty big rocket.

Yeah, but launching east from Ecuador means failed launches, spent stages, and jettisoned fairings fall on Brazil...
