This is an instance where a new invention is needed.    These coasts that have seen multiple beach strandings could use an underwater sound generators that will deter the whales, dolphins, etc. from ever getting close again.
It would have to be reliable in salt water & powered off-shore some way.
And one that could deter different marine mammal species.
Obviously not easy nor cheap - which explains why it hasn't been done yet.
