Oh hell I have, the full spectrum, from places where you'd never hear a thing happening to the places where you'd wonder when people ever worked. The point was in certain parts of the world there's an expectation, actually a requirement, that you act respectful to those you're in close quarters with. Don't, and you're out.

Yeah, that's what makes it sad. Still, if you're making so much noise that your neighbors start moving out, at a certain point it doesn't matter why you're making that noise. And the Netherlands doesn't have a law like the American ADA. Accessibility for people with disabilities is much more of a problem there.

Even in the US, this would probably be a difficult case at best under the ADA. Business owners -- including landlords -- often have a duty to provide reasonable accommodations for disabilities. But the word reasonable is huge, especially when it comes to retrofitting existing buildings. Expense matters. Suppose you have a two-story apartment building and someone with a disability wants an apartment. They can't climb the stairs. If they just want first crack at a ground-floor apartment when one becomes available, that's probably a reasonable accommodation. But if they want you to install an elevator? Nope. Unreasonable.

So how would that principle apply here? Good soundproofing is expensive, and the more sound reduction you need, the more expensive it gets. If someone needs soundproofing so good that it will block full-throated howls, that's probably going to have an unreasonable cost.

You obviously don't know me. I frequented various gay bar darkrooms in  80's Amsterdam and you don't get much seedier that that. All over the floors and walls and, on occasion, dripping from the ceiling.

Anyway, the article states it was in the expensive part of Amsterdam and nothing is seedy there apart from the gay cruising area in Vondel Park.
