The sign says "no shirt, no shoes, no service, " it doesn't say anything about underwear.
Or pants for that matter.

For my British comrades, replace "pants" with "trousers" and "underwear" with "pants".

I know a number of women who've commented on Twitter that they haven't worn bras since the shutdowns. They're working from home, and if they're seeing other people it's at most over Zoom and they can point the camera at their face if their shirt's showing more than intended.
