I don't believe in any god. But for the sake of discussion, if there were an angry god, I could believe that manipulating the world takes time and we're being punished for the circumstances that fomented Trump's election. Or if you prefer, that an evil force that fomented Trump is back to work again.

Oh, it's only in India.  If it were in the U.S., I'd almost expect a fire to cover up some kind of heist.  We're making it just difficult enough for the rich & powerful to skip ahead in line that I've been waiting for something like that to happen.

Yup. If this was done by US anti-vaxxers, I'll hold him responsible. We have millions of people thinking Covid is a hoax and that vaccinations are a means of inserting tracking chips because of him. He said the first, and encouraged the second. Then he encouraged them to use violence.

That said, since this is in India, it probably isn't.

Likely not making vaccine because they have more of that kind of processing unit than the previous steps' processing can supply.   SII is set up to make a lot of things, not just this one particular vaccine.  Different stuff requires different timeframes and production equipment at different stages of the process.  Sorta like having having 9 tires for your car because you used to own 3 of the same one.  Now you own one.  Sure, you can replace some if shiat goes wrong with the ones you kept - doesn't cost you much to keep them - but the extra 5 aren't going to do you shiat for good until that you lose one off the car.
