Command is exercised through the secretary of defense and the commanding general, Joint Force Headquarters (JFHQ), District of Columbia National Guard.

And:
there is no chain of authority from the District of Columbia to the D.C. National Guard.

Yes, but the DC PD was actually formed by Congress, so they're less likely to allow Congress to be shot, as they'll all be out of jobs if they fail to respond. The NG is a good call, though. With 3800 or so officers, DCPD could use some backup.
