It'll probably be somewhere in the high latitudes during summer so the answer is probably something like "midnight"

I say 11 AM.  Judging by the amount of snow, it's going to be Russia.  Now, look at the busses.  If it was 7 AM, the tire tracks would by jittery from the DT shakes, but they're not so the drivers have some booze in them.  But if it was 3 PM, the last bus would be back-to-front, and quite possibly parked in the school, rather that at it.  Therefore, 11 AM is the only logical answer.

You sound like you have also read too many John LeCarre books. If you're not depressed by the last page, you didn't read them carefully enough.

Would be nice to see the pic in high def but, like Butthead says, "The Sun sucks."

It's fairly trivial. Figure out what cars and architecture are in the pic to narrow down the geography, which gives you latitude.

Also, it's almost certainly a trick question. We see snow, so we assume it's winter, but it could easily be the hottest day of summer when that pic was taken. If your seasons are off, the sun's position at a given time will also be off.

7 am. Buses are at the school, but no one's skiing yet.

3 PM.
The presence of school buses means either 7 Am or 3 PM. If it was 7AM there'd be more traffic as people go to work. Also, the sun doesn't rise that far by 7 am in winter.

It's in the middle of condo developments. The ski lodge is a little to the SW, they just have a trail behind the school where the kids can shred.
