Many many moons ago I was on a cruise from Anchorage to Vancouver. Got on a tourist bus at the Anchorage airport (after spending time in the city while we waited for a later flight during at heat wave where it was 80F). Bus went to Whittier via flatbed railroad car to catch the ship as it was much more economical to get the ship there.

Aside from the port everything was basically in the high rises. So weird, and that was over 30 years ago, but I understood the logic.
