This is the result of overly monitored kids and the loss of recess justice.   I'm not suggesting that we just allow them to beat each other senseless,  but some good shunning and a few credible threats go a long to to stopping this kind of thing and can teach valuable life lessons.

All kids have to learn eventually that they aren't the center of the universe.  There are all kinds of empathy based techniques to do this.  It can be as simple as playing Candyland and not letting them win and cheat, refusing to play with them until they promise not to pout and throw a tantrum if/when they lose.

The don't rat out your potential friends over small stuff is a lesson for a later day.

When she does something annoying rat her out to your husband at a volume loud enough that she can just hear you. If she complains, explain how much it sucks when people talk about you behind your back. Then just stare at her.

Don't ever snitch someone out unless you absolutely have to. I still have information about a certain person's marital infidelities tucked away in my brain just in case I ever need it.
