I've been thinking of getting a new distraction. How does it compare to other task-oriented games (e.g. Stardew Valley)? Will I get penalized for putting it down for a week and forgetting about it, or am I able to come and go as I please?

It goes off of a real-time clock. So you will miss some random daily events and you'll have some extra weeds around if you skip playing for a bit.

Fortunately, there's not much penalty beyond that for this game. Unlike previous Animal Crossing games, residents won't simply leave on their own if you don't see them for a bit.

Also, since it's real time, there's only so much to do in a given day. Early on, I was doing about an hour a day (could do less, but not much more).  Then more stuff opens up to you over the first couple weeks. These days, I usually check in for 10-15 minutes a day unless there's some event or other project I want to work on.
