I was kind of wondering the same thing, but then I realized...oh yeah, it's Vietnam.

They're probably paying hotel and brothel cleaners a tiny amount to gather and turn them in and then paying someone else a tiny amount to wash them out. Vietnam has a very high unemployment/underemployment rate, so you can usually find someone to do just about any job you can imagine, even for very low pay,

Concur. I was thinking, "just how bad would one's financial situation have to be before that became an attractive opportunity?"

Dunno what Vietnam's penalties for shoplifting are, but presuming they don't involve amputation, I would think shoplifting my dinner would be far preferable.
