Whoever is overseeing this needs to know that the single assessment they ever have to make about what to approve or not approve when it comes to appoving illegal conduct is what will the media make of it when it (inevitably) becomes public?

Subby makes a sound point by invoking Whitey Bulger. That was a classic case of how not to do it, because the focus was on the end goal of taking down entire mafia families and not minimising actual damage done by Whitey. But it could be done smart, where nothing approved involved violence or significant harm. But then there's also just the risk the cops will get greedy, dumb and sprung as is inevitable if this is poorly governed.
