Unless they are going to change culturally (which is unlikely), it's not going to make a bit of difference.
Seeing women as equals, not pressuring women with children to stay at home, not having the "salary man"
type of working situations where people are expected to work absurd hours, then go drinking..Etc..

That's a LOT of change..And it would have to change for this to make a bit of difference..

$5,660 is a drop in the bucket compared to what it costs to raise a child. Do they really think such a pittance will make a difference? It might, might encourage more marriages, it's not gonna encourage more babbies.

Sure, if I'd get a second chance, I'd marry my Japanese girlfriend from 20 years ago in a heartbeat, but $5700 pays a month worth of rent and a couple Okonomiyaki's, so that's not really an incentive.
Add a 0 and cover the cost to divorce Mrs Shirley, and we're talking.

IIRC, a major burden to women getting married in Japan is the misogynist assholes in companies that don't employ married women due to old bigotries about how the social order should work.

Hey it'll pay for a cheap marriage ceremony for those busy couples who have been on the fence. But they have to see each other between working 50 hours a week and being expected to go out partying with the boss after work in order to have a kid. By the way, who raises the kids over there?
