way south: It's not that mysterious.
Qualifications, the relevance of your specialization to the mission, prior experience, etc....

If you've commanded a shuttle before and you speak Russian and you happen to be a test pilot who has a bunch of engineering degrees, you'll probably end up on a dragon.
If you sleep with a stripper who has a child for another man and your only qualification is you fly an F-18, there might be a few blockers to your progress.

/I think it's more interesting that we have so many astronauts-in-name-only.
/they're really just training candidates. Give them some other name.

Not sure about these days, but used to be the JSC director in Houston would get several "team" lists written up, then sealed in plain white envelopes.  Then he'd send some engineering managers out to Molina's Cantina for bowls of frijoles la charra for their lunch.

When they got back to the office, he'd give them each and envelope and the manager who passed the longest, audible fart without shiatting his pants got his envelope promoted to flight crew.
