It would be kind of fun and pranksterish to put up signs that say "WELCOME TO CLEVELAND" in totally random places across the US just to throw drivers a screwball mind check

That article was vague and terrible.
It reminds me of a sign they put up near us. It says now entering X river watershed. But, you're just about to cross Y river behind the sign, not x. In fact, you have to spend twenty minutes driving up a mountain and cross an eastern continental divide to get to x river watershed. It's a bizarre place for that sign if you know anything at all about the local geology.

For the longest time, PA had this giant billboard on every major entrance from NJ: 
"Welcome to PA! America Starts Here!"

Ummm, where did I just leave from..?

You left out because the other city might want to keep the sign for their own use and they are negotiating a possible price.

Right - Such a horrible idea to keep the foundation and electrical that's already been installed and just change the wording.

Proof of how cities fail to follow their own permitting and planning process.   I wouldn't even be surprised the department responsible for mowing the lawn is the same dept who put up the sign.  I.e. public works.  The lawn mower for sure knew.  Just wasn't in their job description to tell anyone.
