Just because it shipped from here doesn't mean it was sourced from here. Other governments around the world get new dollars for exchanges.

Hell, they should probably validate the bills aren't counterfeit, because North Korea has been printing hundred dollar bills for decades.

I'm skeptical the dog "alerted" on the vacuum-packed money.  I'm skeptical on sniffer dogs in general as applied to law enforcement activities, having seen way too many examples of the dog really just reading the unspoken body language of it's handler. Handler needs an excuse to open a box, dog senses what's wanted from him, dog delivers.
