I think there are more than two.  the US recognizes UNCLOS as accepted international law and abides by it accordingly,

The US has never ratified UNCLOS but federal departments for whom it is relevant (DOD, DOT, State, etc.) have adopted it as department policy. We have never ratified because of Senate Republican sick again and "Ick, we're not letting the UN tell us what to do, nyaaaaaaar!" But yeah, we probably need to just go ahead and ratify that.

And you are correct that there are a handful of other states that are not parties but if I remember correctly they are states like Mongolia for who it just doesn't matter anyway.

Hell, it's covenants and rules are taught to US Sailors and you get your ass handed to you if you don't follow UNCLOS

Additionally, incumbent politicians are in a better position than non-incumbents to create pseudo-events. The war between the US and Albania in "Wag the Dog" can be considered to be an example of a pseudo-event because it was created by the President to distract public opinion from his potentially damaging scandal and to draw attention to himself as being a strong leader in a time of international crisis.
