It's paywalled for me too, and I've never been a smoker.  Not sure why they would only paywall smokers anyway.

It's a bit like the US and central/south America. They consider it their backyard and their business. PNG, despite still having people still living traditional lifestyles in many places, is full of resources - minerals, oil, timber, fish... Valuable stuff that isn't fully exploited. PNG is close to Australia and as such there is competition between Australia and China for influence there.
