Pretty sure he doesn't as the entire 'power of the purse' is relegated to the House.  So anything dealing with taxation would have to be legislatively done, and not through an EO.

Today - Don't worry, we'll just pay for Social Security and Medicare out of the General Fund

Tomorrow - Social Security and Medicare are causing enormous deficits in the General Fund which harms our ability to run the country properly.  We have to cut these bloated entitlements for the good of the country!

Just today one of my coworkers was wondering how Social Security was going to be paid for despite this tax suspension. I told him: "By borrowing money, obviously. Everything else is paid for that way so why not Social Security?"

Seriously, if we're just catapulting trillions of dollars around, why not borrow money to pay for SS checks?

Because SS checks don't go directly to the bank accounts of the obscenely wealthy.

$24000 refundable tax credit to all citizens, which can be dispensed in $1000 bi-weekly deposits into a USPS Citizen's Checking or Citizen's Savings account, or other ACH compatible account, or else just credited against your taxes owed if you owe that much.

\It will pay for itself through increased economic activity

Reminder:

If you are working for a living, it's YOUR money they let you have back. They will make you pay tax on it next year because they will count it as income.  I pay 20x that $1200 in taxes, so no, you can't buy my vote with $1200, jerks.

SS is self funding unless you are GOP and tap into those funds and use them for something else like Reagan did eith Greenspan.
