Always a lie.  Doesn't matter when, why, which topic, how big or small, how obvious - nothing.  He simply must lie.  Irrespective of the consequences - which are usually suffered by others.  I have to wonder if he'd change even if he suffered the consequences of his lies.  Lying is an essential component of his being.

If you don't impress your context on it, it's impossible to say. They have to know what your reaction is before they can tell you if he was joking or not.

We love the Lebanons.  They are a great people, and they love me.  And they were attacked.  A very bad attack.  Some would say very very bad.  And we're going to get to the bottom of this.  An explosion.  The explosive things, the ammonia, in the place that exploded.  We pray for the people going through all the things in the Lebanon and all the places.
