Welp, reminds me of the emergency tent hospitals the feds set up back in April which then dismantled without seeing a single patient. Smells a lot like Halliburton.

Funny thing about prisons is they can't even keep drugs out of them.  Why do they think they can stop drugs outside?

this reeks of spending fed money before time is up or else no more fed money. I'm a consultant and have seen RFPs from a handful is states just making stuff up so they can get their covid money spent.
