Does "sparkler" mean something different in the USA? In the uk it is a small stick that you light and give to kids to wave around. Struggling to see how one could set light to two people unless they were dressed in paper.

Nope, same meaning over here.  People get burned by them doing dumb stuff and forgetting how hot a phosphorus fire is.  The stupid literally burns.
