Part of me thinks, in the end, they'll just brand him as a liberal or Democrat and toss the blame that way for all of his fark ups.  Trying to retcon Trump is a heavy lift.  Blaming the libs is easy.

This story has been getting a lot of play by critics of BLM and the protests (in some cases by ostensibly "leftist" pundits and journalists). They all seem to magically not notice that no one knows who did this.

It's not like right-wingers are increasingly showing up to counter-protest and committed violent acts. It's also not the case that racists have a long history of targeting black monuments.

On a personal note, I've been really disappointed by the "hot takes" of some journalists I previously respected.

Presidential libraries most certainly are taxpayer funded.  Nixon didn't get the funds because he resigned and built his own so he could wash over his failure.  Reagan refuses the funds because he and his family wanted more control over how his legacy was preserved.  Obama took the funds, but has used Reagan as a precedent for only showing the positives and not talking about FISA courts, spying on citizens, and continuing wars because it was unAmerican to negotiate with terrorists.

1. All the BLM takedowns I know about have been part of a planned public spectacle.

2. Right-wing vandalism of black monuments has gone on regularly since forever.

3. Right-wingers are now clearly "fighting back" against the protests.

So, yeah, no one knows who did this. But jumping to the conclusion it was BLM-sympathetic protesters is at best misguided or purposefully dishonest.

The National Archives says that Presidential Libraries are built with non-Federal funds, usually private, but sometimes paid for by state/local money.

. . .once built, they are operated by the National Archives and Records Administration, but many of the programs and much of the staff is still privately funded.

So, it's a little of both, it is built privately (or at least non-Federally) but is operated at least at a basic, core level Federally once opened, but everything beyond essential records and archives in the facility is privately funded.

Basically the National Archives has a mandate to maintain the records of a President, but not to build them a dedicated library or fill functions that are more than just an archival role.  If they're *given* a nice dedicated library to use, they will, but there's no law allowing them to build their own, so without a Presidential LIbrary being built by supporters of that President, it would be just NARA keeping records in an existing government facility.
