This sounds like one of the easier methods to do a home-brew attack. I agree with TWX.

And a good counter-argument, the USS Cole was attacked and very nearly destroyed by a pair of schmucks with some commercial explosive in a fiberglass dinghy.  In acid-attacks against girls and women, the attackers often use muriatic acid, the kind of acid commonly used to clean swimming pools.  Hell, someone can mix bleach and ammonia and induce a chemical reaction that will asphixiate anyone that remains in the confined space with the reaction.

I am not entirely comfortable with an exterminator wandering around with this. sounds like something Germany created for trench warfare in WWI. are traps too complicated for exterminators? WTF?

No, it's not hard to steal a van. Which is why thousands and thousands of vans are stolen that have absolutely nothing to do with terrorism. The pesticide that was stolen requires a single 6 hour class to buy so it's not like the barrier for an attacker is difficult. And just how much do you think the average exterminator carries? This is like thinking that a stolen smoke detector is linked to building a dirty bomb.
