No, man, there was that song "One Less [sic] Problem Without you" where as she's winding up at the end of the chorus she just screeches like an old rusty screen door. It was appallingly awful. The radio station our clock radio was tuned to seemed to play it right at the time the alarm was set for for a couple weeks when it was popular. Terrible way to wake up hearing that hideous shrieking.

It seems that there's an excessive delta in the stress/strain relationship in an unmaintained section of the diaphragm, requiring additional testing to locate then mitigate the acoustic anomaly. Which is to say, I don't farking know.

Based on what evidence?

Winds hit the slats, sets up a harmonic, noise ensues.

That said, it does suggest that the engineers involved in this upgrade need slapped upside the head for not considering this, and installing dampers.  Its a fairly common side effect.

The sound is very Eno-esque. Which in itself could be a form of torture. I'm sure those sadists at Gitmo will be all over it.

That said, this appealed to my inner ten-year-old:

Thing is, this noise would have started up as soon as they laid in the first couple of sections.  But nobody on site questioned it? Nobody said: "Stop; let's report this before we go further and then maybe have to un-do it".  Or maybe they did report it, but the people they reported it to, ignored it.

I'm guessing  at every step some jerk took the easiest way out and let things continue because fixing it was inconvenient, expensive, or embarrassing. And guess what? Now it will have to be fixed. At great expense, inconvenience, and embarrassment.

I am guessing that the noise generated by a single panel or a small number of panels was minimal, maybe even so low that you could not hear it. Combine that with multiple crews working at the same time they probably had more than a lot of panels in place before it became noticeable. And at that point I would bet that someone thought that maybe it was just because it was particularly windy and that it would not be a problem. Though mostly likely I would guess that the work crews did report it once it was noticed and whoever it was reported to figured out how much money it would cost to fix the problem and decided to keep their mouth shut about it.
