Trumps explanation doesnt hold water. There is no chance there was a high level intelligence briefing about a threat no one considered credible.  There had to be a whiff of credibility at a bare minimum, and if there was the slightest chance it was true the president would've been briefed.

It won't take until the end of this week before all of Trump's explanations fall apart.  Better find a new distraction quick.

If Trump wasn't informed I would like to know why, it means either our intel capabilities have gone downhill or the military no longer thinks it should be telling the president things.

The more likely case is that Trump was told and either did nothing or forgot, this is obviously bad but considering its Trump not really surprising in the least.

Somewhere, someone will deface a statue of a worthless monster who fought to protect their ability to own and trade human beings as industrial equipment, and that will be the Worst Thing Ever -- infinitely more will be done (AGAIN) to protect a worthless statue of a dead traitor -- the sole purpose of which was to intimidate and terrorize a subset of Americans -- than was done to protect American lives.

Trump knew. It's right here in the PolTab, there was a meeting AT THE WHITE HOUSE in March. Are we really supposed to believe that they held it at the WH and Donnie didn't get an invite?

Here's what happened:

1. Trump was informed about the bounties the Russians were offering/paying bounties to kill American troops
2. Trump internalizes that information with "Makes sense, pay others to do the things you want done."
3. Trump does nothing else with the information because he doesn't care.

Here's a depressing article from 2009 on the National Security Act speaking to what you're referring to.

According to the National Security Act of 1947, the President can limit reporting on significant intelligence activities to a small, select group of members of Congress in "extraordinary circumstances affecting vital interests" of the United States.

Apparently our chief foreign rival paying a terrorist group to assassinate our soldiers doesn't meet Trump's definition of "extraordinary circumstances."

Yet another law Trump outright ignores.

We also know that someone at CIA briefed W - on vacation at his ranch - on 6 August 2001 on the threat from al-Qaeda (including some esoteric Presidential Daily Brief with the cryptic title "bin Laden Determined to Strike In US"), and W responded "OK, you've covered your ass" and ignored it.
