The review requirement is a bureaucratic obstacle which prohibits PPP funds from getting to some small business who need the money the most.

They don't realize that, sooner or later, if they keep just shoveling tax money directly into their own pockets and handing it out only to the wealthiest while systematically neglecting and cutting literally everything that pays for services to ordinary citizens except our oppressive, militarized police... that people will eventually stop paying taxes.  And start waiting in ambush for the tax collectors.

They probably think they're going to move to Bitcoin or some other way to eliminate cash once that happens, so as to avoid allowing "rebels" to create an underground economy.  They think there's no point at which their grand larceny becomes so amazingly outrageous that it actually provokes more than outrage, or that they have the ability to "handle it" (i.e. scare, kill, and maim people) when it does.
