I love how a certain demographic thinks college teaches no skills but does give automatic lobotomies to the common sense part of the brain. fark those people.

There's nothing wrong with accepting expedience in place of degree requirements. I do it when I hire as do most smaller, non-governmental businesses. The problem is that most large organizations have independent HR departments who control the whole hiring process. They  struggle with this concept because the people in charge of the hiring often have no idea of what the job really entails, other than a job description, so they really can't evaluate applicants properly. So, for example an HR person may struggle to compare a candidate with an MBA and limited OTJ management experience with a candidate without an MBA but 10 years of OTJ experience in an management position. Filtering by using a degree requirement is much simpler. It also eliminates bias, or the perception of bias, because assessing OTJ experience is very subjective whereas a specific educational requirement is purely objective.

It goes in waves.. hire who you know, realize they suck, hire actual skill, enter a golden age, forget why you hired skill and fire them when they ask for more money, hire who you know, etc.

Sounds like they have somebody that doesnt have a degree that they want to hire for a position that has a degree requirement
Rewrite the job requirements to  fit exactly who they want to hire

Isn't that how it is always is anywhere? That's why a lot of places want you to have experience?
