And no, it wasn't just "of its time." It outraged Americans at the time! The US government's own formal investigation concluded that the commander, Col Chivington, had:

Having full knowledge of their friendly character, having himself been instrumental to some extent in placing them in their position of fancied security, he took advantage of their in-apprehension and defenceless condition to gratify the worst passions that ever cursed the heart of man.

Whatever influence this may have had upon Colonel Chivington, the truth is that he surprised and murdered, in cold blood, the unsuspecting men, women, and children on Sand creek, who had every reason to believe they were under the protection of the United States authorities, and then returned to Denver and boasted of the brave deed he and the men under his command had performed.

In conclusion, your committee are of the opinion that for the purpose of vindicating the cause of justice and upholding the honor of the nation, prompt and energetic measures should be at once taken to remove from office those who have thus disgraced the government by whom they are employed, and to punish, as their crimes deserve, those who have been guilty of these brutal and cowardly acts.


Of course, America being America, he was "punished" by having a statue erected to celebrate his great victories over the savages.

What I'm really hoping for is we use this small few examples of people tearing down the wrong statues to marginalize a whole group of people and use it to continue our systematic discrimination against them. That'll teach them to be right like us!

Seems they considered removing the mention of the Sand Creek Massacre back in 1998, and decided to leave it but add an explanatory plaque, after getting input from people including a Sand Creek descendants' group:

The monument includes a commemoration of 22 battles and names 279 Colorado soldiers who died, but only 18 of those battles were against Confederate soldiers. Four of them were against American Indians, with the final battle listed being Sand Creek - which was a massacre of Indians by U.S. Army soldiers, not a battle.
In 1998, Colorado's legislature unanimously approved a resolution to remove Sand Creek from the plaque, but there was pushback from historians and even Sand Creek descendants about leaving it in place.

"I've never seen the statue myself, but it's my own opinion that it was placed there for a reason," Even Laird Cometsevah, president of a Sand Creek descendants' group, told Westword in 1998. "It's part of Colorado's history. You can't deny the fact that (Sand Creek) was a massacre. It seems to me that a man ought to be able to stand up and accept what he did, to live with it, and try to use the statue as a symbol for teaching young people that we don't want that to happen anymore. Colorado ought to be big enough to leave it there and try to improve its statehood. It ought to be left alone."

Lawmakers decided to keep Sand Creek on the statue and add a small plaque, describing what really happened when Chivington and his Colorado Volunteers attacked largely unarmed Cheyenne and Arapaho encampment, killing more than 200 people, mostly women and children.

I don't know, celebrating the murder of innocent men women and children by the army doesn't seem like a good thing.  The US army has a long a shameful history.  This statue was commemorating a massacre committed by the US army against civilians.  The question that should be asked isn't why it was torn down, but why was it put up and why wasn't it torn down before.

It's like Grant's statue that was torn down in CA.  Grant was instrumental in defeating the evil confederacy, but then he lied and started an illegal war to grab land that belonged to indigenous people.  He had civilian men, women and children killed so that the US could take the little bit of land where they banished the native tribes.  Does that fill you with pride?  I don't think that POS needs to be honored.  We can find good people to celebrate.

The plaque at the base of the statue recounted how Colorado's First and Third Cavalry during the Civil War had staged a "surprise attack" against "Chief Black Kettle's peaceful camp of Cheyenne and Arapaho Indians on the banks of Sand Creek," in which "soldiers killed more than 150 of the village's inhabitants. Most of the victims were elderly men, women, and children."

...the original plaque, which celebrated the victory at the "Battle of Sand Creek," had been removed in response to Indian protests and replaced by the current plaque. That created a glaring contradiction between the plaque's message and the heroic image of virtuous soldiery projected by the statue.

Coincidentally, they added an explanatory plaque to the base of the statue 22 years ago about that very thing, as an alternative to just removing the mention of the Sand Creek Massacre entirely.
