When did presidents start rewriting laws passed by Congress?

When congress doesnt want a part of the laws they pass used against them in the next election... it's why the presidency is so powerful and another reason there is a term limit on that office.

It's like asking how Obama could create DACA and DAPA without legislative guidance any why Trump can scrap them (if he goes through the right channel).

For all the visceral hate people have against Trump... you should look at congress with the same hate.. democrat and Republican alike.

Suppressing minorities is the point, as is causing as much pain and damage as possible.  Because Republican.

Hillary would have done the same thing.

I want to weaken the Imperial Presidency. Except in time of war or national emergency declared by Congress, and lasting no more than 6 months after the end of the war/emergency, the President should be nothing more than a veto-capable figure-head with few powers, just enough to piss-off Congress occasionally. Our president was never originally envisioned to be this strong.

I'd rather have a stronger SCOTUS, maybe increased to 13 and with a Chief Justice who only gets a vote if there is a tie, and the CJ should be the most senior justice by confirmation, moving up when the previous dies.

Statehood for DC, PR & VI, maybe the territories (AS, MP & GU).

This is the moment when the Imperial Presidency began:
Nixon designed new uniforms for the White House Kazoo & Cymbal Marching Band.
They were described as "Lithuanian Movie Extras."
This was not only when the Imperial Presidency ideas began ruining America,
It was the moment when Nixon's paranoid tuchus should have been dragged kicking and screaming to the Army Hospital Rumpus Room.
If he had enough time to design these, then he had too much time on his hands, ergo:
Watergate.

BTW: those band uniforms lay in (tax-payer paid storage for about 40 years before being given to a high school.
At least the school has a cool story about the band.

If I remember correctly, favorable ratings for Congress are slightly lower than for hemorrhoids.

Done.  Remember the survey that reported that Congress was less popular than colon cancer?

Exactly it's not 100% on point, but should be highly persuasive.
