If you're a minority that worked your way up through the McDonald's system and wanted your own franchise banks would be stepping all over themselves to loan you money. Between programs to back loans for minorities and small businesses (e.g. SBA) and the proven success rate of McDonald's it's about as risk-free a loan as the bank will ever see.

They don't just hand them out to anybody, you have to have a crapton of money to start with.
