I'd go with the 80/20 rule. For most activities that continue to require personal interaction, wearing masks/PPE and social distancing will cover 80% of the risk with 20% of the effort/cost.

Otherwise, focus our efforts on rapid and accurate testing. Most of the effort that went, or is going, to ventilators should be spent on testing. Ventilators are, at best, mitigation for those whose fates are likely already sealed one way or the other. Testing is preventative, proactive, and actionable.
