Off topic, kinda, but I am glad to see so many church folks who are not just in it for the cash, or they are smart enough to play the long game decide, at least here ( SoCal ) that despite it being okay to re-open services, they are taking the "let's wait a bit here" tack. The optimist in me hopes it is for the right reasons, the realist in me is suspicious.
I do not feel comfortable asking my uncle Jack who is either head or assistant pastor at a chuch in Highland Park, as I have only met him twice in person ( very long boring story ) .
He seems not in it for the money though.

The wife just got her South Korean citizenship which usually has a ceremony but they just gave it to her and skipped the ceremony due to covid19. Its not a hard concept for rational people to understand.

Either you believe it's too early to open up, or you don't, this selective "it's okay when it benefits my side!" ethos is unhelpful. I'm fine with them being delayed on the same timescale as other Nonessential government services.

Well, that's the crux.  If the swearing in ceremonies are just ceremonies - fark it, never do them.  If the ceremonies are necessary to receive rights and privileges of citizenship, then those farkers are essential.  Just do them outside with everyone 6 feet apart.

Apparently you can't get your certificate of naturalisation until you attend the ceremony. That said:

USCIS closed its offices in mid-March amid the coronavirus outbreak and canceled nearly all naturalization ceremonies...Edlow said his staff has started conducting smaller-sized ceremonies that meet social distancing requirements, but capacity will remain limited. "The rate of these new ceremonies are increasing as our workforce becomes more adept at implementing them for larger groups and when appropriate health and safety precautions can be followed," he said.

Seems to me like they're taking a pragmatic approach that is putting safety first. After all, you can't vote if you're dead from Covid.

Not sure if TX was doing custody hearings but you can be damn sure plenty of legal proceedings have been done over Zoom, or phone, or whatever.

If you can pay your taxes and get a refund from your couch, you can do the ceremony from your couch.

Do it from the couch. It's a ceremony, not some final test if the immigration floats he's not allowed in

If we can pay taxes and get that return from the couch we can perform some ceremony with a bible.

It's a mistake to think this is irrational. Lots of people don't want new citizens - this is malicious.
