Individual congressional ratings in their own districts matter.  You can only influence 3 of 535 members, so your opinion on the other 532 really doesn't matter.  All most people say is "Congress SUCKS! ...except for MY congressmen!"  Thus, why you get such high re-election rates...

6 of the last 10 years the Republican controlled Congress's highest goal was simply to stop Obama accomplishing anything.  2 years of Republican controlled Congress appeasing Trump.  1 year of Republican controlled Senate defending Trump from being investigated, by the House.

keep in mind on that "% approve of president": gallup polls lean republican. (per 538).  not vastly so but enough.

because they haven't updated their methodology enough to not be a farking sampling bias of old farks

...no one.  Because that's not what I said.  In fact, it's more likely that McConnell voters think everyone else in congress sucks...and so do Pelosi voters.  They want 535 McConnells/Pelosis, but can only elect 1-3.

I'm not sure why exactly we should ever expect the approval ratibg of Congress to be especially high. In the Senate you have two people whose responsibility is to represent your interests, and 98 people whose responsibility whose responsibility is to represent various other people's interests. In the House the numbers are even bleaker: 1 versus 434. I'd frankly expect far lower numbers overall, even when people tend to speak favorably of their own members of Congress.

The funding approval was held up by democrates only because repubs wanted a blank check with undefined definitions as to what the monies were slated for.

Pelosi waited for the the gop to help with the definition of the purpose of the monies.

When they did not / could not, then the democrates created a draft (with defined amounts and purpose of the funding), and that is what got passed.

You should thank the democrates for their conservative ways proceesing the stimulus bill. Otherwise it would have been a blatant spending to for who knows what, and to who knows how much? = By the gops.

Hey that's probably as high as it could ever be.  President Lysol's base is about 33% the dems base is about 33% and 33% of America is arguing about salsa.

Support for hitler probably never fell below 33% up until his suicide.  Support for any leader never falls below 33%.

So with Congress, every bill passed represents 33% of the population getting what they want, 33% getting farked over, and 33% wondering why the price of salsa keeps going up.
