by referring to her as a "rogue <govt position>" hes signalling that she is a member of the "deep state" and thats a well known box for all his supporters.  one that comes with a whole pile of known expectations (she is corrupt. she will steal elections for dems.  she works for obama.  etc etc).  and one that comes with another whole pile of expected responses from his supporters.

it's not "dehumanizing" its just another dog whistle.  the same as "sleepy joe" or "crazy nancy".  but hes telling people that she, personally, isnt important - so dont focus on her directly - but she is an agent of these other conspiracies he (and they) see everywhere.

He's made false accusations of criminal conduct publicly AND to law enforcement. By definition he's the top law enforcement official.
Words mean something. We can't just allow this to be normal by blowing it off and saying there he goes again. There are things government officials can't do, the law must constrain law enforcement and law makers as well as citizens or it's meaningless.
