I an attest that most of the CFB apparatus is operated without the C part at all.

That said, how does this affect athletic scholarships?    I know someone who has a full ride for track and have no idea how this would affect her next year.  I would presume the NCAA will do whatever is worse for the students.

That's up to the schools individually, for example the other day UConn said there's a chance they might have to scrap their fall sports this year but at the same time they said scholarships will still be honored.

I don't see how any amateur sports (college/high school) can have any sports this fall (or possibly into the winter), outside of maybe golf and cross country.  Parents are not going to allow their children to be exposed to the virus.

I think we'll be lucky if in-person school starts at all in the fall.
