Terrorism is utterly pointless during a pandemic.  No self respecting extremist is going to blow up innocent people who might be dying from the plague.

Except maybe the ones in eastern Washington, those people are nuts.

Summary: the DHS is threatened by the lack of threats. It therefore would like to announce that, without crowded locations to attract terrorists, suicide bombers will blow themselves up to kill the clerk at the mini-mart, possibly damaging the Twinkies(tm) in the process.

What you describe is the perfect time for an attack.  Take all the fear, paranoia and anger...and make it worse.

Can you imagine the chaos if a couple testing centers got blown up?  Or a hospital got attacked?  The bad guys aren't led by dumb people and they had to have thought about it already.

Andddd if they're real successful, maybe they'll kill a hundred people. Lives lost are lives lost, but I've been thinking about what 9/11 convinced the country to do, what the Las Vegas music festival and sandy hook *didn't* convince is to do, and the how this current disaster scales.

It's all about reaction-sounds like DHS is worried their currency is going through deflation.

You're not thinking creatively enough.

They could bomb a church (with no one in it ... on a Sunday when the service would've normally been.  Maybe with some taunting messages like 'Where is your god now?'), and then wait for all of the people to insist that they're going to make sure they're at church on Sunday, to show the terrorists that they're not afraid, because their god will protect them.

... and then wait for COVID to start spreading even faster.

Of course, is that really terrorism?  I mean, you're trying to trigger the 'fight' response instead of the 'flight' response, so it's kinda the opposite of "terror"ism.  I guess it's more dumbass baiting than true terrorism.  (and technically, terrorism wouldn't work if people didn't know about it to be scared of it ... so should we be blaming the media for terrorism?)

Some potential targets do not change. Water treatment plants and the electrical infrastructure are good examples.

Fear of covid-19 is already a major issue. Add in the concept of water poisoned with botulinum toxin at the treatment plant and there is chaos.

In electrical substations those giant 500kv transformers usually don't have spares. They are expensive as hell and take months to get manufactured and shipped to the US. Disable a few in critical hubs and you cripple entire cities.
