This has been going on to a lesser degree for a long time and not just during the current shutdown or on the current mission. In the case of Curiosity they put everybody in Pasadena for a while around landing then let them disperse to their universities or work from home.

But those goggles require the advanced graphics cards in high-performance computers at JPL

Sun was offering such "advanced" 3D graphics cards over 20 years ago. They're not technologically advanced. They're not mainstream.
