Awesome plan in the middle of a recession and pandemic; give police the power to concentrate the poor and the lonely (or anyone a cop "doesn't believe") into holding tanks notorious for poor healthcare. What could possibly go wrong?

Make the fines--if you insist on doing that--small and payable in 12 months. It's a numbers game; the non-rich who care about a $50 fine or a failure-to-appear are far greater and are better kept away from each other--and especially from jails.

How the dark do they know if you are suppose to be self quarantining or not. Do they mark your forehead with Ink that disappears after 14 days? How are they going to prove you violates the order? Or are you suppose to prove you didn't violate the order:

Its a start.  Quarantine breakers are not really people.   The look and act like people, and may even smell like a person.  But they aren't.   They are infiltrator units from a line of meat suited bio terror virus factories and dispersal units.  They are in public to infect and convert you into an infiltrator unit also.  Or kill you.  Or both.  These infiltrator units shouldn't  be fined or jailed.  They should be dismantled and destroyed.  So they cant carry out their mission to kill is all.

If they were murder gun units spewing bullets as they roamed the streets, everybody would be begging the military to destroy the kill bots.  There is no difference between and ED209 and these infiltrator units except the size of their ammunition.

Well they could just give you an ankle bracelet. A fine for first offence, fine + ankle bracelet for second, fine + jail for third.

His analogy was a little over-the-top, perhaps.  But how, exactly, do you think viruses spread?  Mostly by people who don't realize, or worse, don't care, that "walking around spraying death particles" is exactly what they're doing.  Just because the bullets are too small to see doesn't mean they can't kill you.

Personally, I think that's why a lot of people have trouble with this: evolution* hard-wired us to respond to visual threats...big scary guy, big scary animal, falling rocks, etc...but shiat you can't see?  Literally doesn't register on the threat centers.

*or we were intelligently designed that way, if you prefer...but that would be a pretty poor design in the current threat environment

You know how I know you didn't RTFA?  The penalties only apply to folks traveling BETWEEN the islands.  Which isn't something 'the poor and lonely' are likely to be doing, because it costs $.  Either you have to take a flight, a ferry, or own your own boat (ok, there's a few weirdos who do things like kitesurf between islands, but they ain't the poor either).

If you get diagnosed then you have broken quarantine, Then you can be rounded up into camps where you can be concentrated with others.
If this was ANY other country apart from the USA I would be laughing at such a notion.

This is the kind of outside-the-box thinking we need right now. I mean, stay inside your box, but think outside of it. Use that ink for COVID-19, people that didn't vote, shoppers that leave the cart in the middle of the parking lot.

As a Hawaii resident, I'm okay with this.  We're islands so it makes sense to limit the incoming people and the travel between islands.  I live on Oahu which is has the most people and the most cases (182 at last count.  Most islands have some cases, but a couple of islands (Molokai and Lanai) have none.

Yes, it's a major hit and Waikiki is a ghost town, but still, I'm only with the Hawaii punishing chuckleheads who think FU - quarantines don't me because I'm special.

BTW, there is no passenger ferry between the islands.  You'd 'have to fly which is (was) expensive or a private boat.

My niece on Maui would have us believe that there are armed troops patrolling the streets, that military is about to take over the government.  As you may have guessed she is quite anti-government, actually anti-anything that isn't vegan or organic.

I live in Waikiki, which is pretty quiet but people are out walking, jogging, surfing and going to the beach.  People are out, but they are social distancing.  My friend goes and swims every day, it's a big ocean and there's room on the beach if you don't gather together.  I think the parks are closed, but technically the beach belongs to everybody in Hawaii.

Yes, things are a pain in the butt, but I'm glad I'm in Hawaii.

It went away a while ago.  They tried to do a high speed ferry, but there was a lot of resistance.  I think the airlines and rental car companies were funding the pushback but that's just opinion.

depends on how you define 'easily'.  it's jet / plane, unless you are wealthy enough to have your own boat.  we went last summer and my dumb ass thought I could take a commercial boat / ferry from Maui to the Big Island (I wanted to visit Mauna Kea, the world famous observatory).  about a week before our trip i was researching it and saw that they no longer did passnger ferries/commercial boats.  "travel between the islands is via commercial airlines, or via private planes or privately owned boats."

and i had no idea how far apart the islands were.  my stupid ass thought you could see each island from the other.  nope.  from west Maui, we could see Lana'i (privately owned, by the way) and Molokai in the distance but the Big Island, nope.  the flight from Honolulu (read:  Pearl Harbor) to Maui, for example, was about 30 minutes.  so depends on what you think is 'easy', like i said.

Can the docs do remote meetings to get the virus factories to stay inside?  Maybe prescribe them paralysis drugs?  So they can't roam the streets like ED209 kill bots murdering millions of actual people.
