During this video teleconference which I attended, he explicitly did not direct them to 'clear' their force health decisions in advance - that is a dangerous and inaccurate mischaracterization.

Exactly.  It was done *implicitly*.

How do you explicitly not direct someone to do something? You can explicitly direct someone to not do something, but you can't explicitly not direct someone.

It's the Trump way.  Always maintain deniability while still making your desires and commands clear.

No, I think the expression is more; "I knew I should have taken that job teaching chimpanzees quantum physics, it would have been a lot easier than this."

What's the big deal? Trump directed the doctor guys to get a vaccine ready in 2 months.   Sure, they hemmed and hawed and claimed it was impossible, but Trump told them to so it's going to be fine.

Hahahaha! I wonder if this will be brought up at the COVID-19 OPT meeting I've been directed to attend this week.  I'm sure the "real" word is that, through tacit commands and "commander's intent", we will be directed to do exactly what the Pentagon spokesperson says we will not be directly told to do.

In the military, you start to worry when the briefer begins with the phrase: "I have been ordered to tell you the following".

// Seen it actually done.

I'm reading that as laying the groundwork to blame base commanders if there is an outbreak on post and then being able to take credit if there isn't

Sure you can.

"I'm not telling you to do x"

I've seen it over and over in a decade as a federal employee. I saw it as a waiter too.

"Here guys, let's do an alcohol serving refresher. Note that after 2 drinks a customer may be too intoxicated to drive. Our restaurant policy is to not get people drunk. Yes, even when they aren't driving. Because they might drive, you don't know for sure."

Me, "you know we have a 4-5 shot long island iced tea on the drink menu, right? And it's a special on Sundays? And people order a second all the time?"

Boss, "I'm not telling you to sell long island iced teas"

Me, "ok, I will cut people off before serving a single one then"

Boss, getting annoyed, "don't do that. Maybe the person ordering one will stay 3-4 hours and sober up. You don't know that"

Me, "so limit one per customer?

Boss, "sigh"

Me, "ok, I'll get people drunk on long islands above the recommended cutoff point we just spent an hour talking about, learning all this stuff about drinking, BACs, restaurant liability, etc"

Boss, "I am NOT telling you to do that. Don't ever say I told you to do that. Because I'm not"

Me, "why am I here?"

Boss, "corporate mandate"

Increasingly I cannot tell what these guys actually say and what is faked.

I wish Fark had a policy that all fake quotes, tweets, etc were paired with a label.

For a while it was really bad with the trump fake tweets here. That died down a bit for whatever reason.
